Under his leadership, METI delivers LiDAR and mobile mapping, high-definition mapping, and AI-enabled data solutions for autonomous vehicle programs, infrastructure owners, and public-sector clients across North America and the Middle East, with a growing presence in Asia. His current focus is physical AI for mobility: resilient localization in GNSS-challenged environments, living HD maps that update continuously from sensor data, and geospatial AI agents that turn mapping data into decisions for autonomous platforms and digital twins.
Prof. Dr. Elhabiby holds a PhD in Geomatics Engineering and an Executive MBA from the University of Calgary, where he is an Adjunct Professor at the Schulich School of Engineering. He has authored more than 150 journal articles, conference papers, book chapters, and technical reports, supervised graduate students and postdoctoral fellows in academia and industry, and held leadership roles in the International Association of Geodesy and the Canadian Geophysical Union. He also led an archaeological mission at the Great Pyramids of Giza, Egypt.

His work spans inertial navigation, multi-sensor fusion, and artificial intelligence for positioning and mapping. He was an early pioneer in using neural networks to correct the errors of low-cost MEMS inertial sensors in GNSS\/INS integration, and later advanced direct georeferencing for vehicle- and UAV-based mobile mapping. His current focus is resilient navigation for autonomous systems: the MCRING architecture, which fuses INS, GNSS, LiDAR, camera, radar, and HD maps to keep lane-level positioning when satellite signals are lost, together with anti-jamming navigation for UAVs and navigation and control for CubeSats.
Through the HD Maps Research Center, he leads Taiwan\u2019s national HD map work with the Ministry of the Interior, covering map standards aligned with OpenDRIVE and Lanelet2, verification and validation guidelines, and automated map production. The program earned the Ministry of the Interior the 2025 Geospatial World Excellence Award in the Policy Implementation category.
Prof. Chiang holds a PhD in Geomatics Engineering from the University of Calgary (2005) and BSc and MSc degrees in Surveying Engineering from NCKU. He chaired the NCKU Department of Geomatics from 2014 to 2017, founded the Taiwan Institute of Navigation in 2024, and serves as Co-Chair of ISPRS Working Group I\/2 on Mobile Mapping Technology (2023\u20132026).
